The Board of Education met in regular session in the Board Room at the Administrative Center on Wednesday, April 18, 2012, for a regular meeting at 6:30 p.m.  Notification of the meeting together with an agenda and other Board material had been mailed on Friday, April 13, 2012 to the individual Board members and news media.
In the absence of Board Secretary, Mr. Kevin Sward, Ms. Pam Tourtillott was appointed Secretary Pro-Tem.

CONSENT AGENDA
A motion was made by Mr. LeMoine, seconded by Ms. Tourtillott, to approve the consent agenda items as presented.  This motion was submitted to a roll call vote with the following results:  Voting yea--LeMoine, Tourtillott, Schielein, Greenwalt, Lenox and Balser.  Voting nay--none.  Motion unanimously approved.
a.    Approved the minutes of the regular meeting of March 21, 2012, the special meeting minutes from March 19, 2012 and from the PRC meeting on March 12, 2012;
b.    Approved the Monthly Bills and the Treasurer’s Report;
c.    Approved the Monthly Expense Report and Balance Sheet;
d.    Approved the Discipline and Enrollment Report;
e.    Approved the Staff Development Report;
f.    Ratified the LCSEA Treasurer’s Report;
g.    Renewed the Unemployment Agreement of NSN Employer Services, Inc.
CITIZEN’S AGENDA
In Ms. Johnson’s absence, Mr. Rick introduced the three students chosen as this year’s Young Authors for the 2011-12 school year.  The 2012 Dixon Public Schools representatives to the 38th Annual Illinois Statewide Young Author’ Conference read their manuscripts to the Board of Education.  This year’s representatives are Owen Brooks from Mrs. Whitson’s class, Emma Johnson from Ms. Papoccia’s class, and Zoey Colglazier from Mrs. Renkes’ class.  
Dr. Grady introduced Kaylie Ricks as the Dixon Public Schools Foundation Student of the Month for April.  Kaylie, a senior at Dixon High School, received this award based on her excellence in academics and her involvement in other activities during her four years. 
Mr. Bullock introduced the Reagan Middle School Students of the Month.  Those recognized for the month of April were Benny Mayes and Jazzarae McGlown.  Mr. Bullock stated Jazzarae was unable to attend the meeting and will be introduced at the May meeting. Mr. Bullock acknowledged them for their leadership and academic excellence
Mr. Gould reported that the last round of math testing and AimsWeb testing is coming soon.  He stated on April 26th his SIP committee will meet again and acknowledged them for their hard work.
Mr. Schultz reported the following: concrete and resealing will start in the next couple months;   a new look has been given to the sign out front;  a new flag pole has been installed in front of the building with LED lighting;  he will be attending the IASBO seminar; next month’s board packet will have a new bid; the grant that requires matching funds will be geared towards the P.E. locker rooms and the bathrooms at the high school; and stated the summer schedule will include concreting and painting.   Mr. Schultz also informed Board members that his department will also be using students in the SWAP program again this year.
Mr. Shultz also reported that through a joint effort the discus and shot put area are being moved to an area west of the piers and the band shell.  Five trees have been removed using city equipment and labor from the Park District, the City and the School District.  It was reported that the city engineer is developing plans for parking and the grading of the discus area. 
BOARD COMMENT
Mr. Balser thanked Mr. Juenger for doing a nice job on coordinating the renovation work with the three entities.
INFORMATION ITEMS
Mr. Schielein and Mr. LeMoine were appointed to represent the Board of Education on the selection committee for the Employee of the Year.  One certified and one non-certified employee will be honored at the May 16, 2012 Board of Education meeting. 
Dr. Grady reported that dates for the Dixon High School Spring Musical performance, “Anything Goes" are Friday, May 5th and Saturday, May 6th at 7:00 p.m. and Sunday, May 7th at 2:00 p.m.  Tickets are $10.00 for adults, $3.00 for children and $20.00 for a family.
Board members received information on the Summer School programs for students in grades K-8 and grades 9-12. 
A Power-Point presentation was provided to Board members on the Illinois County School Facility Sales Tax.  Mr. Juenger reported that earlier this month, a similar presentation was given to Superintendents from area schools in Lee County who recently met in his office. Each district will provide this information to their Board and ask at the May meeting if the Board would approve a resolution to have the question placed on the ballot in November.
Board members received information on the appraisal and the market value of “The Poet.”  Dr. Grady stated that he recently shared that information with Belgium and since then has not received a reply as to if they are still interested or not.  Board members directed Dr. Grady to contact Belgium one more time to find out if they are still interested, and agreed that they wish to move forward with finding a buyer.

A motion was made by Ms. Greenwalt, seconded by Mr. LeMoine, to approve the Dixon School playground and parking lot improvement and award the bid to Northwest Illinois Construction LLC in the amount of $110,620.50 as proposed.  This motion was submitted to a roll call vote with the following results:  Voting yea--Schielein, Greenwalt, Lenox, LeMoine, Tourtillott and Balser.  Voting nay--none.  Motion approved.
A motion was made by Mr. Schielein, seconded by Ms. Tourtillott, to approve the recommendation that allows 6th grade students to participate in the IESA track program at Reagan Middle School as proposed.  This motion was submitted to a roll call vote with the following results:  Voting yea--Greenwalt, Lenox, LeMoine, Tourtillott, Schielein and Balser.  Voting nay--none.  Motion approved.
A motion was made by Ms. Tourtillott, seconded by Ms. Greenwalt, to approve the recommendation for the closed minutes to remain confidential as proposed.  This motion was submitted to a roll call vote with the following results:  Voting yea--Lenox, LeMoine, Tourtillott, Schielein, Greenwalt and Balser.  Voting nay--none.  Motion approved.
SUPERINTENDENT’S REPORT
Mr. Juenger reported that that a public forum to discuss a possible community sports complex will be hosted by the Dixon Park District on Thursday, April 26 at 7:00 p.m. in the lower level of the Loveland Community Building, 513 West Second Street, Dixon, Illinois.
Mr. Juenger reported in celebration of Teacher Appreciation Week, daily reports on Dixon Public Schools will be aired on AM 1460-WIXN the week of May 14th through May 18th.   A 3-minute segment will highlight each of the five schools as AM 1460 will feature a school a day.   Mr. Juenger stated that funds for this air time were graciously received from the P.T.O and the Dixon Public School Foundation. 
ADJOURNMENT
A motion was made by Ms. Tourtillott, seconded by Mr. Lenox, to convene into executive session at 8:00 p.m. for the purpose of discussing of discussing the appointment, employment, compensation, discipline, performance or dismissal of specific employees; collective negotiating matters; purchase or lease of real property and student disciplinary case or other matters relating to an individual student. This motion was submitted to a roll call vote with the following results:  Voting yea--LeMoine, Tourtillott, Schielein, Greenwalt, Lenox and Balser.  Voting nay--none.  Motion unanimously approved.
A motion was made by Mr. Schielein, seconded by Mr. LeMoine, to reconvene to open session at 9:51 p.m.  This motion was submitted to a roll call vote with the following results:  Voting yea--LeMoine, Tourtillott, Schielein, Greenwalt, Lenox and Balser.  Voting nay--none.  Motion unanimously approved.
